Work, Talent, and the Low-Skill Labor Force in the Modern Economy

I was down in Washington, DC last week and stopped by to record an episode of the Federalist Radio Hour with Ben Domenech. We talked a lot about some of the issues raised by a new City Journal article of mine about Scott County, Indiana, which made national headlines for its HIV crisis (203 cases in a county of only 25,000 people).
